What was reported
KCRA reported in November 2025 that Bonta’s campaign made five payments totaling $468,228 to the law firm Wilson Sonsini Goodrich & Rosati. The Los Angeles Times, citing state disclosures, reported the money came from his 2026 reelection campaign account.
Bonta’s explanation
Bonta said he hired counsel to help provide information to federal investigators after being warned of possible blackmail.
The letter and the FBI
ABC7’s I-Team reported in November 2025 on a letter dated May 9, 2024, from Mario Juarez, a business partner of the Duongs, warning Bonta that Andy Duong had “a recording of you in a compromising situation.” Bonta has called the claim false: “There is no video.” His office said the letter was forwarded to law enforcement.
Bonta told KQED he hired “an attorney who could guide me through the process,” and that the lawyers gathered the information federal investigators wanted. His political consultant, Dan Newman, told the Los Angeles Times that investigators first viewed Bonta as a “possible victim,” later ruled that out, and that the work “was all completed in 2024.”
The Duong contributions
An ABC7 analysis in July 2024 found Bonta had received $155,100 from members of the Duong family and their associates. After FBI raids in Oakland became public, his campaign gave $155,000 to five charities, including Youth Alive and Giffords, “out of an abundance of caution,” KTVU reported.
What payment records can and can’t show
A campaign payment schedule shows who was paid, how much and the stated purpose. It doesn’t detail the legal work itself.
The payments should be checked against the committee’s original reports and any amendments. Unpaid bills are separate from payments made; counting both risks doubling the figure.
Bonta’s explanation is his account of why he hired lawyers. The indictment charges Thao, Jones and the Duongs; it does not name Rob or Mia Bonta.
What the charging document says
The January 2025 federal indictment names Sheng Thao, Andre Jones, David Duong and Andy Duong. Neither Rob nor Mia Bonta is charged in that document. An indictment contains allegations; it is not a conviction.
The FPPC review
A complaint filed with the Fair Political Practices Commission in November 2025 alleged the legal fees were not tied to Bonta’s campaign. On December 26, 2025, the FPPC said the fees were used for a political, legislative or governmental purpose and that there was “not evidence that there was a violation of the law,” FOX40 reported.
Using campaign funds for legal costs is not unusual among statewide officials. NBC Bay Area, citing KCRA, reported comparable spending by Gov. Gavin Newsom and other statewide officeholders.
Where the Oakland case stands
The federal trial of Sheng Thao, Andre Jones, David Duong and Andy Duong opened in Oakland on October 14, 2026, and was expected to last about six weeks. All four have pleaded not guilty. Juarez pleaded guilty to a single bribery conspiracy charge and agreed to testify for the prosecution. Bonta is not a defendant.
Open questions
The $468,228 figure comes from KCRA. The campaign’s original expenditure reports, amendments and invoices would confirm it.
Bonta has said he was warned of possible blackmail. No recording has been made public or authenticated.
What the filings could clarify
The committee report would confirm the period, payee, amount and stated purpose. Invoices, if released, would show what work was done.
The FPPC found no evidence the spending broke campaign-finance law. Whether it was a good use of donors’ money is a separate question.
