Start with the correct record
The FPPC’s Form 460 reports a committee’s contributions and spending. Form 700 covers an official’s personal financial interests. They answer different questions.
Fundraising is different from cash on hand
In the linked Form 460, the summary page separates monetary contributions, loans and nonmonetary contributions. Line 5 reports total contributions; line 16 reports ending cash balance. Outstanding debts have their own field.
The summary distinguishes activity during the reporting period from calendar-year totals. Any comparison should identify which column, dates and measure it uses.
Donors and service providers
Schedule A lists contributions. Schedule E lists payments. Someone a campaign paid is not a donor to it.
Say a name appears as a Schedule A donor to one of Bonta’s committees and as a Schedule E payee on another committee’s report. Compare the filer identifiers, dates, amounts and descriptions in the original entries before drawing anything from it, because an overlap alone doesn’t prove influence or coordination.
Finding current figures
Current filings for Bonta’s committees are public on CAL-ACCESS, the Secretary of State’s disclosure database. This site doesn’t republish running totals, because they change with every report and amendment.
When you quote a number, note the committee ID, reporting dates, filing ID, amendment and the exact line used. A handful of receipts is not a full-cycle total.
A practical comparison checklist
Match the committee and reporting period. Identify the report version. Separate receipts from payments. Check whether a number is a period total, a year-to-date total or an ending balance. Preserve enough information that another reader can reproduce the calculation.
Use these steps to read the filings yourself.
